Registration is available at the Citizen Division at City Hall. If you want to open a bank account before receiving your residence card, get a transcript of your certificate of residence from City Hall. The transcript costs 200 yen in Yamaguchi City, or in Ube City.

All international students are required to join the National Health Insurance program regardless of their period of stay. However, if you are a spouse of a Japanese national and are already part of another health insurance program (such the Health Insurance Association or Kyousai Association), you are not required to register for National Health Insurance.
\nYou are responsible for paying the insurance premium. When you visit a hospital or undergo medical treatment, you will only need to pay 30% of the total charge.<\/span>

How to Register for National Health Insurance:<\/u><\/strong><\/p>\nYou can complete the procedures to join the National Health Insurance program at the Insurance and Pension Division at City Hall. After registration, your National Health Insurance Card will be sent to you by mail. Before leaving Japan, please make sure to return your National Health Insurance Card to City Hall and settle your premium. If you move to another city, you must join the insurance at the City Hall of your new residence.<\/p>\n

How to Pay the Premium:<\/u><\/strong><\/p>\nHealth insurance premiums vary depending on your income and your place of residence. For singles with no income, it is approximately \uffe520,000 for one year. The premium will be billed in 10 installments from June to March. If you join in April or May, the payment slip will be mailed by mid-June. If you join in any other month, the slip will be mailed by the middle of the following month. You can choose to pay either by automatic deduction from your bank account or by paying with the payment slip every month at a convenience store or bank.<\/p>\n
Premium Calculation and Reducing Your Premium:<\/u><\/strong><\/p>\nNational Health Insurance premiums are determined by last year’s earnings from January 1 to December 31. Those with lower earnings qualify for a reduced premiums. Be sure to report your earnings. Failure to apply can result in increased premiums. For further information, ask the Insurance and Pension Division at City Hall.<\/p>\n
\u3010Yamaguchi City\u3011<\/strong><\/p>\nFill out an “Application for Resident Tax”\u3000at the Resident Tax Division at City Hall every year between February 16 to March 15 to report your earnings. If you forget to apply, ask the National Pension Section, Health National Pension Division at the City Hall.<\/p>\n
\u3010Ube City\u3011<\/strong><\/p>\nEvery year around March, City Hall will mail out forms to ask about the last year`s earnings. Fill in the required section and turn it in to the National Pension Section, Health National Pension Division during the given period.<\/p>\n
